Torch: A decent LED head torch, ready for evening wide game (or bed!) Or a decent (robust) hand-held one also LED
Drinking water bottle: Unbreakable steel will last a lifetime.
A neck gaiter/buff/neck roll: A very useful and colourful addition to cold-weather wear
Framed backpack: Arrive at camps in style: A scout is really a scout with their kit in a backpack ...and its ready for backpacking.
Penknife: Optional for scouts, but always popular. Do read the guidelines here
Blanket: A decent, big blanket is not exciting to get, but highly useful: and it should fill a stocking. Almost essential on standby at camps whatever time of year .
Dry bag: A sealable bag made out of waterproof material. Camping shops have loads of different sizes. Useful to kep thins organised in daypacks - while keeping important things dry.
